In furtherance of the application of the Very High Instructions by the Head of State, His Excellency Paul BIYA, aimed at supporting heuristic governance in State Universities for the implementation of research based on the enhancement of fundamental and applied knowledge and support to development, the Minister of State, Minister of Higher Education, hereby informs that:
Following the disbursement of funds by the Minister of Finance, the payment of the allowances pertaining to the earmarked account for the modernization of University Research corresponding to the first (1) quarter of the 2023 fiscal year, is proceeding normally.

1-BANK TRANSFER
The operation, which started this Thursday 30 March 2023, in banks where the accounts of the teachers concerned are domiciled, shall continue methodically according to the schedule agreed upon by the technical services of the Ministry of Finance.

2-PAYMENT IN CASH
Teachers-Researchers who are concerned by this mode of payment notably the former beneficiaries and the new ones coming respectively from the 3rd phase. of special recruitment authorised by the Head of State, His Excellency Paul BIYA and digital replacements can report, as from Friday 31 March 2023, at 12 noon, to the Accounting Office of the Earmarked Account located on the 10th floor of the Ministerial Building No 2, Room 1043. They are requested to corne along with a photocopy of their National Identity Card, a copy of their employment contract, their Attestation of effective presence corresponding to the said quarter and their Bank Account Details (RIB).

3-BACKGROUND
It is worth recalling that the above-mentioned earmarked account was set up by the Head of State, His Excellency Paul BIYA, on 8 April 2009. It has been paid regularly, every quarter, at the behest of the Minister of Finance, forthe past 14 years, to all teachers-researchers regularly on duty in Cameroon State Universities.
