The Univer Sitycoor Dination Commission (UCC), november 17, 2022 session: Final press release
The Minister of State, Minister of Higher Education, Chancellor of Academic Orders, chaired a session of the University Coordination Commission (CCU), on November 17, 2022 from 9:00 a.m. in the Conference room of the Higher Teachers’ Training College of the University of Yaounde 1. Created by the decree N°93/027 of January 19, 1993 laying down common provisions to Universities, the University Coordination Commission is mainly responsible for examining all the problems relating to the coordination and the harmonization of activities of State University Institutions.
ln attendance were the representative of the Prime Minister’s Office, Head of Government, Vice-Chancellors and Rectors of State Universities, representatives of MINFI, MINFOPRA, MINEPAT, MINESEC, and MINRESI, as well as senior officials of the Ministry of Higher Education.
ln his opening address, the Minister of State, Minister of Higher Education solemnly expressed his deferential gratitude to the Head of State, His Excellency Paul BIYA, initiator of the policy of Greater Opportunities, initiator of the policy of Greater Achievements and constitutional architect of the New University Governance Policy, for the substantial improvement of the educational system in the sub-sector of Higher Education. ln this regard, he appreciated the densification of the University map with the creation of three (03) new State Universities whose activities effectively started in the 2022-2023 academic year, with the appointment of Rectors and Heads of these Institutions whom he solemnly welcomed as he wished them success in their new functions.
ln addition, he thanked the Prime Minister, Head of Government for the constant attention to the University Community. Continuing his speech, he conveyed the warm congratulations and encouragement of the Head of State, His Excellency Paul BIYA to the entire University Community. He further extended the congratulations of the Prime Minister, Head of Government to the entire University Community for the measures taken since the outbreak of the health crisis linked to the Coronavirus in 2019, in order, not only to allow academic activities to run smoothly with a good coverage level of teaching programs, but also to maintain peace and serenity on the various campuses.
After the series of presentations by experts, followed by constructive exchanges, the following resolutions were formulated:
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟏/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: The University Coordination Commission (UCC) mandated the Minister of State (MINETAT} to:
1- Put in place a concertation framework for the final resolution of the debts of State Universities (CNPS, ENEO and taxes),
2- Contact the Prime Minister, Head of Government, by correspondence in order to obtain exemption from CNPS, ENEO and tax penalties as soon as proof of payment of the principal amount is made available;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟐/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) mandates the MINETAT to set up a central digitized data base of theses, with the files of each State University to fight against plagiarism, fraudulent mobility of supervising teachers and doctoral students;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟑/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) prescribes to the General lnspectorate of Academic Affairs of MINESUP, the popularization of the quality reference system for doctoral training at the Ministry of Higher Education and in State Universities;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟒/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) recommends that Rectors and Vice-Chancellors of State Universities respect the normative framework governing the duration of the doctoral training cycle, i.e. six (06) semesters minimum and ten (10) maximum; mobility, the capacity to supervise theses fixed at ten (10) per teaching staff;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟓/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) asks Rectors and Vice-Chancellors of State Universities to take ownership of the quality assurance framework and produce self-assessment reports for their institutions;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟔/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU)
prescribes to Rectors and Vice-Chancellors of State Universities, on the one hand, the elaboration of a Strategic Plan for the development of University sports and on the other hand, the progressive self-financing of the maintenance and construction of quality sports infrastructure in State Universities.,
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟕/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) recommends to Rectors and Vice-Chancellors of State Universities the designation of sectoral focal points in charge of social security coverage for support staff, the issue of water, electricity and academic debt in
their institutions;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟖/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) prescribes to Rectors and Vice-Chancellors of State Universities the concomitant payment of salaries and other deductions in a single slip;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟎𝟗/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) instructs the ODES, DAJ and the IGS of MINESUP to draw up a text recalling and specifying the conditions for access to the doctoral cycle in certain professional and technological establishments;
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟏 𝟎/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) prescribes the implementation of the decision authorizing the holding of the Permanent Consultation Framework (CCP) in State Universities.
𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐧°𝟏𝟏/𝐂𝐂𝐔/𝟏𝟕/𝟏𝟏/𝟐𝟎𝟐𝟐: the University Coordination Commission (CCU) instructs State Universities to urgently assess the arrears generated by the implementation of the 2014 decree relating to support staff and to urgently submit them to MINETAT/MINESUP.
At the end of the working session, the Minister of State, Minister of Higher Education, Chancellor of Academic Orders, congratulated Rectors and Vice-Chancellors who, in a context of competitiveness and comparability, mutualized their intelligences and their performances for the implementation of the New University Governance Policy prescribed by His Excellency Paul BIYA, President of the Republic, Head of State, and implemented by the Prime Minister, Head of Government.
He also commended the contribution of the partner administrations for their diligent and efficient support.
The work of the CCU ended with the deferential gratitude to His Excellency Paul BIYA, President of the Republic, Head of State, for the very high and constant solicitude always shown to the entire University Community.
